IN ACCORDANCE WITH THE LAWS Nº 8.630/93 & Nº 9.966/00 THE FOLLOWING PROCEEDURES HAVE BEEN ADDOPTED AND WILL BE OBSERVED BY THE AGENCIES IN RELATION TO THE BUNKERING OF VESSELS IF BERTHED, ANCHORED AND/OR MANOEUVERING IN AREAS OF RESPONSIBILITY OF THE ORGANISED PORT, PROCEEDURES ARE:

THERE'S NO RESTRICTION FOR BUNKERING AT ITAQUI PORT WHICH CAN BE PERFORMED SIMULTANEOUSLY WITH LOADING/DISCHARGING OPERATIONS BY SHORE CONNECTIONS.

4) FORTALEZA´S BRANCH

BUNKERING IN FORTALEZA CAN BE PERFORMED , EITHER AT THE JETTY PIER OR AT THE COMMERCIAL QUAY . SUPPLYING OPERATION CAN BE DONE EITHER BY PIPELINE OR TANKTRUCKS, THEREFORE ALONGSIDE ONLY .

PUMPING RATES PEND VERY MUCH ON THE RECEPTION CAPACITY ( PIPELINE GAUGE, ACCEPTABLE PRESSURE) OF THE VESSELS , HOWEVER EXPERIENCE HAS SHOWN THE BELOW AVERAGE :

HFO = 90 CBM/HOUR

MGO = 50 CBM/HOUR

WITH REGARD THE SIMULTANEITY WITH CARGO OPERATION , IT MAY BE DONE , AS LONG AS ONE DOES NOT ENDANGER THE OTHER , E.G. RISK OF OIL SPILLAGE ( SUPPLYING HOSES LYING ON THE PASSAGE WAY OF CARGO VEHICLES, BERTHING POSITION , ETC..)

6) SALVADOR´S BRANCH


THE PORT OF SALVADOR IS AN EXCELLENT OPTION FOR VESSELS CALLING ONLY FOR BUNKERS AS BUNKERING OPERATIONS ARE CARRIED OUT AT ANCHORAGE IN THE SAFE, PROTECTED WATERS OF THE BAY OF ALL SAINTS ONE OF THE LARGEST OF THE WORLD. AS THERE ARE NO TOWAGE NOR PILOTAGE EXPENSES ( PILOTAGE IS NOT COMPULSORY ) THE COSTS ARE VERY LOW IF COMPARED TO OTHER PORTS. PUMPING RATES VARY FROM 200 TONS/HOUR TO 300 TONS/HOUR DEPENDING ON WHICH SUPPLY VESSEL IS ASSIGNED. DRAFTS UP TO 20 METERS ARE ACCEPTABLE.

VESSELS WHICH OPERATE LOADING/DISCHARGING CARGOES AT SALVADOR PORT MAY RECEIVE BUNKERS AT BERTH ( SUPPLY VESSEL ALONGSIDE ) OR AT ANCHORAGE. IN THESE CASES PILOTAGE AND TOWAGE ARE APPLICABLE. AT ARATU PORT BUNKERING IS NOT ALLOWED SIMULTANEOUSLY WITH CARGO OPERATIONS ONLY IN THE LIQUID AND GAS BULK TERMINALS ( TGL NORTH, TGL SOUTH, TPG ) DUE TO SAFETY RESTRICTIONS BUT THEY ARE ALLOWED AT THE SOLID BULK TERMINALS ( TGS NORTH, TGS SOUTH, TGS II NEW PIER ). AT MADRE DE DEUS BUNKERS ARE SUPPLIED DIRECTLY FROM REFINERY BY SHORE CONNECTION.


7) VITORIA´S BRANCH

BUNKERING AT TUBARAO, PRAIA MOLE, CAPUABA AND VITORIA COMMERCIAL QUAY IS PERFORMED EX BARGE WHILE VSL IS BERTHED CONCURENT WITH CARGO OPERATIONS.  ON VERY EXCEPTIONAL CASES, BUNKERS MAY BE ARRANGED AT PONTA UBU AND/OR PORTOCEL, HOWEVER COST PER TON INCREASES SIGNIFICANTLY DUE TO DISTANCE INVOLVED.

BUNKERING AT ANCHORAGE NOT ALLOWED, DUE TO BAD WEATHER, LARGE SWELL AND RISK OF DAMAGES AND SPILLAGE.


8) RIO DE JANEIRO´S BRANCH

AIMING TO PREVENT ANY OIL POLUTION, BRAZILIAN NAVY ONLY AUTHORISES BUNKERING OPERATIONS AT INNER ANCHORAGE OF GUANABARA BAY.    AND  BUNKERING BARGES ARE ONLY CLASSED TO OPERATE ON SHELTERED WATERS I.E., WITHIN RIO DE JANEIRO PORT LIMITS.

ALL GRADES OF BUNKERS ARE AVAILABLE  AT RIO DE JANEIRO, OPERATIONS ARE CARRIED OUT  ROUND THE CLOCK, SHINC AND  PUMPING RATE(S) VARYING  250 - 300 TPH.

TOWAGE TO  ASSIST  CLEARING, MAIN SPAN OF BRIDGE PRESIDENTE COSTA E SILVA IN/OUTWARDS ARE COMPULSORY -  FOR TANKERS (ANY TONNAGE) AND, OR FOR ANY OTHER VESSEL WHOSE DWT EXCEEDS 30.000 MT.     AND WHENEVER  A VESSEL IS FRAMED AS EITHER A TANKER AND, OR A BULKCARRIER OVER 30.000 DWT; WE DO USUALLY RAISE OWNERS/TCHRTRS/DISPONENT OWNERS ATTENTION TO THE FACT OF ADDITIONAL TOWAGE COSTS  OF APPROX US$ 5.000 LUMPSUM SHINC,  INFORMING IT IN OUR MSG OF  ESTIMATED DISBURSEMENTS  FOR BUNKERING AT RIO DE JANEIRO,

WHENEVER POSSIBLE AND AIMING TO REDUCE OWNERS’ COSTS.   WE DO ENTER WITH A WRITTEN PETITION     BEFORE  “ RIO DOCKS “  REQUIRING SPECIAL PERMISSION  TO ANCHOR VESSEL AT QUARANTINE  ANCHORAGE WHERE MAX ALLOWED TIME TO STAY IS 6 (SIX) HOURS.      THUS, DEPENDING ON QUARANTINE ANCHORAGE NOT BEING OCCUPIED  WITH OTHER VESSELS, OIL RIGS OR OFF-SHORE CRAFTS UNDERGOING REPAIRS.    RIO DOCKS MAY GRANT SUCH PERMISSION AND VESSEL LIFTS HER BUNKERS WITHOUT INCURRING ON ADDITIONAL COST OF US$ 5.000.     FAILING WHICH AND VESSEL HAVING TO CLEAR THE BRIDGE SUCH ADDITIONAL COST OF US$ 5.000 TO BE CONSIDERED.
INFORMATIVELY  -   SWEPT CHANNEL  52’00”/15,80M SW AND PILOTS RESTRICTION FOR VESSELS DRAWING OVER 37’00”/11,50M SW  IS TO SAIL ONLY DURING DAYLIGHT.
